Contact your local Area Agency on Aging (AAA) and ask the social workers to determine what programs/services your friend qualifies to receive. Don't restrict your request to just food and clothes because if your tenant qualifies for help with anything (like utilities or rent), there would be more money available for the other things he needs like food. AAA also keeps lists of places that offer free or low cost items (food banks, thrift stores, etc).

This site doesn't provide things like that: If your area has a Meals on wheels, you can contact them. As for free clothes, you may want to contact agencies in your area-They may have vouchers for people to use at thrift shops or have a community clothes closet in your area. Best wishes.
