I get the impression from your profile that you’d rather be doing anything other than caring for him and dealing with his other kids. I would absolutely cooperate with APS. When they do get involved, they don’t go away until they’ve reached a satisfactory conclusion. I’m not sure what his incontinence and his not driving anymore has to with his money-grubbing other kids, but if it were me, I would write off any inheritance I was due just to be rid of these toxic people. Call SIL and tell her you are leaving and his care is now up to her. Then do it.

Cooperate with APS. Not doing so will raise their suspicions ask for their assistance and recommendations on how to best keep him at home. Tell APS about money requests by his children. Maybe they reported to APS because they think you are taking from him? There has got to be more to this story.

I read your profile and you need to get him the assistance that he needs. A script from his doc will bring in home care services he needs, like bathing. Are there any doc's that will see him on a house call basis?

You may also need the help of an elder law attorney to get his affairs lined up. Kids want inheritance now? So sorry, his assets are for his care, if he were to need Medicaid there is a five year look back. Any assets that he gives away now will be a penalty and cause him to be penalized by Medicaid and not eligible for benefits.

That is all I can say without more information.
