I would think someone with a POA should be able to order a credit report. You’ll likely need to provide a copy of your POA to the reporting agency. Reach out directly to them.

Most Credit Card companies have a once a year freebie. You usually pay for a credit report. The only time you don't is if you have been turned down for buying something like a car or house for credit, then it is free. Maybe your bank can help especially if you think someone is playing fast and loose with Dads account.

It depends on whether the PoA is springing or durable. If springing, then it usually requires 1 or 2 medical diagnosis of incapacity of the assignee, and not the "opinion" of the PoA or others.

Durable means legal authority can kick in any time the assignee asks the PoA to step in or if the PoA sees that the assignee appears incapacitated and should therefore begin acting in their best interests. Check the language in your document to find out.
