There is no harm that I can think of to having this evaluation. I imagine the conclusion will either be to continue palliative care or progress to hospice. It will be good to have a professional opinion, right?

He's been on palliative care for 2 years now.

Hubby functions ok when moving around and walking. He has a permanent catheter and very much memory loss and depressed.

How long has he been on palliative care? Sometimes these things have to go through a renewal process. He does not sound anywhere near Hospice level if he is still walking around.
