Does the house need to have someone come in and clean 1 X a week? 1 X a month? what schedule were you thinking?
And why does she not want it?
Is it because she is afraid of spending? thinking it will cost her to have someone come in?
Could you tell her that..
She "won" a years worth of house cleaning services?
The doctor has "ordered" her to have someone come in?
That she has 2 options..have someone come in and help her or you will begin a search for Assisted Living so that you can be sure that she is safe.

I only saw your question without any details. I have a housekeeper who comes in twice a month and she’s a lifesaver (I pay full freight for her, dammit), but I resisted at first for a lot of “emotional” reasons. I don’t like the idea of strangers in my house. I was embarrassed about my messy home (I wasn’t a hoarder, but keeping clutter to a manageable level was beginning to feel like an increasingly uphill battle and it was hard to throw old bric-a-brac away.) My mom was the same way til she had no choice - and she got to love her cleaning lady. I sometimes had an irrational fear that she wouldn’t go away and I would have a panic attack in front of her.

Does she know that she’s already paid for this? That might make a difference. Maybe you can frame it as a “just try it out for a while” basis, so she won’t feel that she’s losing her autonomy?
